              3.2      The Earth Observation System



                        In July of 2007 the National Satellite Earth Observation Programme
                        (PNOTS) was launched, fruit of the collaboration between the

                        Ministries of Defence and Industry, Tourism and Trade.
















                        PNOTS comprises two satellites, Paz and Ingenio,
                        currently under development, with the two space
                        observation technologies, radar (SAR) and optic, re-
                        spectively, for both military and civilian use, being
                        thereby able to provide both nocturnal and diurnal im-
                        ages and in any meteorological conditions. HISDE-
                        SAT is the owner and operator of the Paz satellite,
                        which will provide accurate information for multiple
                        applications from its polar orbit around Earth. The
